Attorneys General Discuss Trafficking of Migrant Children

The Attorneys General of El Salvador, Guatemala, Honduras, Mexico and the
United States met (on September 9) in Mexico City to discuss their perspectives on the shared responsibility for the recent
wave of unaccompanied migrant children.The goal of the meeting was to agree on a strategy to protect the
security and integrity of these children and to pursue, in a more effective manner, the criminal organizations that benefit
from human trafficking and smuggling of persons.
General from El Salvador, Luis Antonio Martinez Gonzalez; from the United States, Eric Holder; from Guatemala, Thelma Esperanza
Aldana Hernandez; from Honduras, Oscar Fernando Chinchilla Banegas; and from Mexico, Jesus Murillo Karam, agreed that the
multi-faceted migration issue must be addressed in accordance with the laws of each country and from a humane perspective.
Therefore, it is imperative to develop cooperation mechanisms among the various government offices dealing with this issue.
The Attorneys General reached the following agreements:
a) Creating a high-level working group with representatives of each Attorney
General office to develop an integrated strategy to deal efficiently with this issue.
b) The working group will hold its first meeting within the next few weeks to develop a plan of action that will
include initiatives to be presented at a subsequent Attorneys General meeting. The initiatives will allow joint actions to
be implemented in real time, guaranteeing the human rights and dignified treatment under the rule of law, as well as promoting
the respect for family integration and preventing the separation of parents from their children.
The Mexican Attorney General hosted the meeting at his office which occurred in a cordial, frank and open manner.
